MADSEN, J. -- At issue is the constitutionality of section 26 of Initiative 134, a campaign reform measure adopted by the voters in 1992. Section 26 repealed former RCW 41.04.230(7), which authorized voluntary state employee pay deductions for registered political committees. On Respondents' motion for summary judgment, the trial court found section 26 constitutional. We conclude that Const. art. 2, § 19, which requires that legislation embrace no more than one subject and that subject be expressed in the title, applies to initiative measures, but that Section 26 is valid under art. 2, § 19. However, as to contracts existing at the time Initiative 134 was adopted, and which are encompassed by the parties' stipulated facts, Section 26 constitutes an unconstitutional impairment of contracts in violation of Const. art. 1, § 23. We reverse.
